- CASTEL DE SAINT-PIERRE was the father of a new discipline that combined economics with the sociology of taxation. He believed that arbitrary taxation discouraged investment and influenced the distribution of labor and manufacture; the negative effect of the resulting social stress on political capacity is implicit. Instead, Castel de Saint-Pierre recommended a shift of taxable resources, which he thought would encourage agriculture and manufacture.
