- Baudeau criticizes the repressive legislation put into effect in France after the Seven Years' War. Disapproving of the mercantilist policies, Baudeau advocates decentralized housing and care of the sick and aged, as well as education and employment of the poor. Under his plan, needs are defined in order of priorities and the resources are matched accordingly. The financing of such a social reform would come in part from the Church, part from private donations and the rest from taxes levied from landlords.
